This shot appears to be new footage. However after looking at it, I do not believe that Q-Rex shot is new.
This shot however is stock Sentai footage from the sequence in which Q-Rex arises, this sequence is first seen in Timeranger Episode 30.

This shot appears to be a Sentai up-close shot of the Q-Rex's Feet which actually comes from part of its recycled Sentai stock footage in which he arises.

There's a close-up shot of the Q-Rex's Tail while it's within the cave inside the volcano which actually comes from Timeranger Episode 29.

There's a red effect added to the Sentai footage of Commandocon when it's close to the point in which he's going to leave the Jurassic period. They do the same thing with the Sentai footage of the Q-Rex however they make it so that it's beginning to turn into blue energy.

After you see the TF Eagle and the Red Ranger falling down from a high distance, it then cuts back into Sentai footage of the Q-Rex which is recycled Sentai footage, the part in which it destroys the bridge since that part actually originated in Timeranger 28.The following up-close shot of the Q-Rex in which there's very bright light coming out is a flipped Sentai shot from Episode 29. The shot with the Q-Rex grabbing the train-like thing on the railroad also comes from Timeranger 29 as are the following shots which includes the shot of him taking a bite out of the Subway train.
The part where there's a front shot of Q-Rex's feet in which it looks like he's charging like a bull would is also from Timeranger 29.
Once you see the TF Eagle then that is when it goes back to new footage which includes this shot of the Q-Rex
