Fearog is te one that made the Freeze Compression Patches but he was sentenced for 209 years due to misuse of them.
Basically Fearog's goal is to kidnap a bunch of victims mostly just children and to demand ransom for their safe return. Once he receives the ransom he releases the kids safely.
Sion is the only one from Hummard's Star that Timeranger Police has met, according to Takku's records. Takku also explains how Hummard's Star was blown up in a war.
