Basically Naoto is more of a jerk than Eric was. Being a Ranger basically warped his mind because he considers it to be his duty only and not the other 5 Rangers' duty. Additionally after learning that the Rangers only arrest the mutants and put them back in prison, he states he wants to kill all of the mutants.
